You can activate Vosav's ability multiple times but if you do not play a trap in between, playing a trap removes all cost reduction effects instead of just one. This should not occur in normal games since Vosav has not enough movement do activate his ability more than once (unless you Fuse him, which is not encouraged but allowed under the current rules).
